The Free tier is the opposite — its questions, responses and generated code may be used for service improvement including model training, with opt-out via an AWS Organizations AI services policy or an IDE setting.

- Cross-region inference is on by default and is scoped to the geography, not the Region: a request from a Europe profile may be served from Frankfurt, Ireland, Paris or Stockholm. AWS states this does not change where data is stored but that "your requests and output results may move outside of the Region where the data originally resides". Certain features may also make cross-region API calls, which can be blocked with an IAM policy at the cost of those features.

- The clean part is genuinely clean: paying for Q Developer Pro buys a written commitment that AWS does not use the content for service improvement, and the Free tier's opposite default makes that a real product distinction rather than boilerplate. AWS's sub-processor disclosure is the most complete in this batch, updated on 30 days' notice, with the European Sovereign Cloud broken out separately. What a European buyer has to accept is the shape of the rest: a US controller under the CLOUD Act, transfers on SCCs plus the Data Privacy Framework, and cross-region inference that is scoped to a geography rather than a Region — so "Europe" means Frankfurt or Ireland or Paris or Stockholm, chosen by AWS at request time. There is no exit either: Q Developer is an AWS-only assistant wired to Bedrock, so the prompts, the context engine and the IDE plugin all end at the same vendor.
