There is no published EU residency option, no Chapter V transfer mechanism named for European customers, and no zero-retention tier. The disclosure is genuinely good and it is not a substitute for a data path: a European buyer reading this page learns precisely which US companies will hold the recording. Note also that Otter's security page says its policies are "created based on the ISO 27001/2 framework", which is alignment rather than certification, so only the SOC 2 Type 2 is credited here.
