The reservation is structural rather than a failure of disclosure. The model provider is Google, so the processing is Irish and the ultimate parent is not, which is why government-access exposure is recorded as mixed rather than none-eu — the same reading the registry applies to Cohere North and to Mistral's Azure and GCP capacity. A buyer who needs the whole supply chain to be European should read the Amberscript and Happy Scribe rows instead; a buyer who needs an EEA data path from a German controller can take this one at face value.
