There is no vendor service in the inference path. The client is Apache-2.0 and calls whichever model endpoint the user configures; the 2.0.0 release removed anonymous telemetry outright. Retention is whatever the configured model provider does — and with a local model, nothing.
Retention Exceptions
The docs carry explicit guides for "How to Run Continue Without Internet" and "How to Self-Host a Model", so the offline configuration is a supported path rather than an accident of architecture. Continue Dev, Inc. also operates a hosted hub; that is a separate service and is not what this row grades.

On the data path alone this is the strongest coding assistant in the registry, and it is not close: Apache-2.0 client, any model you like including a local one, documented offline operation, no telemetry since 2.0.0, and nothing between the developer and the weights to disclose. That is what the score measures. The condition is maintenance, not sovereignty. As of 2026-08-06 the continuedev/continue repository is read-only and carries the note "no longer actively maintained"; 2.0.0 is described as a final release. An unmaintained Apache-2.0 client has exactly the same data path it had six months ago, so no grade moves — but it now has no security-patch pipeline, and a buyer standing this up in 2026 is adopting a fork, not a product. It is also the substrate under Mistral Code, which is the one commercial row in this batch that can match it on data path. Procure it with an owner for the fork; do not procure it as a vendor relationship.
